What is the Saveran Sovereignty Score?
The Saveran Sovereignty Score is a deterministic, rule-based 0–100 assessment of a vendor's digital sovereignty. It is computed by versioned rules over evidence-backed facts — never by a model, and never from opinion.
Why is an EU data region not the same as sovereignty?
Where data physically sits and who can lawfully compel access to it are different questions. A US hyperscaler's Frankfurt region is EU-resident, yet its operator remains subject to the US CLOUD Act. Residency is not sovereignty; the score measures that delta.
What are the four score dimensions?
Four dimensions are equally weighted at 25% each: Corporate Ownership, Data Residency, Technology Stack, and Regulatory Compliance.
How does a fact become a score?
Every fact carries a source URL and a verbatim quote from that source. Confidence (0–100) is computed from how the fact was obtained and is reported separately from the score — never blended into it.
Is a Saveran score an EU Cloud Sovereignty Framework assessment?
The score is aligned toward the European Commission's Cloud Sovereignty Framework (SEAL levels, SOV objectives) but is Saveran's own model. Saveran does not claim a Commission CSF assessment or SEAL on a vendor's behalf.
How can a vendor dispute an assessment?
Vendors can dispute any assessment by emailing contact@saveran.eu.
